Upon receiving the Working Group's offer to do pro bono work, the Orange City Council decided to enter into a formal agreement with Orange Legacy Alliance & Old Towne Preservation Association.

Memorandum of Understanding

The City of Orange adopted a formal written agreement in 2024 for pro bono work on a Mills Act Program review and a historic preservation ordinance. 

Historic Preservation Ordinance 

The Preservation Working Group submitted its first draft of a historic preservation ordinance to the City of Orange in March 2025. It was developed to implement a number of goals adopted in our 2010 General Plan as well as industry best practices and exemplary ordinances in other California cities. In subsequent discussions with city staff, we were asked to develop another draft based on the City of Santa Monica's.

Mills Act Program Report

The Preservation Working Group analyzed state requirements, how the program in Orange has been working, and best practices from dozens of other cities.  Recommendations are offered to strengthen compliance and maximize program outcomes.
