Tonight the Orange City Council will again consider how to move forward on the Mills Act Program. Council members have been talking about aspects of the program for over three years -- they, along with staff and the public, acknowledge that improvements are needed.

At their September 22 meeting they were presented with proposed guidelines to modify the program but deferred taking action. For tonight, City Manager Jarad Hildenbrand has proposed a thorough review of the program in order to formulate a really well-informed overhaul of the program. Policy decisions based on data and on a solid understanding of potential unintended consequences and limitations from state law are in the best interest of the city and all its constituents.

OLA fully supports the recommended action in item 3.1 Mills Act Program Review.
